Economists at financial firm Morgan Stanley expressed concern about the end of the trade war, but warned in June 2019 that it could lead to a recession.  China has withdrawn from its initial negotiating position that all tariffs should be removed as the basis for any trade agreement – the first phase agreement is largely unilateral Chinese concessions. The size of the sales contracts even surprised American observers. China`s Ministry of Commerce says the United States and China have agreed to resume talks by phone in two weeks. This should only be done a few days before September 1 – when the additional tariff is due to come into effect. The statement came after Chinese Vice Premier Liu He telephoned U.S. Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin on August 13. Chinese Trade Minister Zhong Shan, Central Bank Governor Yi Gang and NDRC Deputy Director Ning Jizhe have been confirmed to participate in the next planned call. U.S.
and Chinese negotiators resume trade talks in Beijing on Thursday, March 28 and Friday, March 29, after not meeting face-to-face for nearly a month. The months-long break was due in part to the two-month meetings in early March, which were the biggest political meetings of the year in China. Officials describe trade negotiations constructively, with an enforcement mechanism to monitor China`s commitment to trade concessions, supposedly to be a sensitive issue. The president`s approach could pay off politically. He will embark on a re-election campaign with China`s commitment to strengthen its intellectual property protection, make large purchases of U.S. products and follow other economic changes that will benefit the U.S. economy. Globally, foreign direct investment has slowed.  The trade war has damaged the European economy, particularly Germany, although trade relations between Germany and China, as well as between Germany and the United States, remain good.  The Canadian economy is also having a negative impact.  As the United States, the United Kingdom, Germany, Japan and South Korea have shown „low production“ from 2019.
 Several Asian governments have put in place stimulus measures to repair the damage caused by the trade war, although economists have said it may not be effective.  Beijing`s response to American rhetoric is to adopt a more nationalistic and harsh stance to show that it protects China`s public interests from foreign pressure. Even if trade negotiations continue to bear fruit, the overall image of the United States in China will face persistent challenges.
